Administrative and Legal Status of Public Authority Bodies and the National Police of Ukraine With Regard to the Combat and Prevention of Discrimination Cases

The article describes the powers of public authorities and officials in the field of preventing and countering discrimination. Relevant state entities include the Committee of the Verkhovna Rada of Ukraine on Human Rights, Deoccupation and Reintegration of Temporarily Occupied Territories, National Minorities and Interethnic Relations, the Verkhovna Rada of Ukraine Commissioner for Human Rights, the Cabinet of Ministers of Ukraine, the Government Commissioner for the Rights of Persons with Disabilities, the Government the Commissioner for Gender Policy, the Educational Ombudsman of Ukraine, the Commissioner for the Protection of the State Language. Particular attention is paid to the peculiarities of the implementation of the legal status of ensuring the principle of non-discrimination by the Ministry of Foreign Affairs of Ukraine, the Ministry of Justice of Ukraine, and the Ministry of Social Policy of Ukraine. Based on the results of the study, a system of subjects of authority on issues of combating discrimination was formed: 1) subjects of power in relation to parliamentary control in the field of anti-discrimination; 2) subjects of authority in matters of government control in the field of anti-discrimination; 3) subjects of authority for the implementation of general powers of central executive bodies in the field of anti-discrimination; 4) subjects of authority for the implementation of special powers of central executive bodies in the field of combating discrimination; 5) subjects of local and regional authorities to combat discrimination. The National Police of Ukraine is classified as a subject of authority in matters of implementation of the general powers of the central executive authorities in the field of anti-discrimination. It is indicated that the administrative and legal status of police officers in this area has certain essential features, which are caused by the simultaneous implementation of the general and special legal status of a police officer and legislative prescriptions to ensure the rights of citizens, compliance with the principle of non-discrimination in official activities.
