With the construction and development of the Hainan Free Trade Port, vocational education plays a crucial role in cultivating high-quality, skilled talents. To enhance the appeal of vocational education, it is essential to construct exemplary models of quality vocational education through reform and innovation in several areas. Firstly, optimizing the professional structure of vocational education is necessary. Based on the industrial development needs of the Hainan Free Trade Port, the structure of vocational education programs should be adjusted and optimized, prioritizing development in sectors related to modern services, tourism, and high-tech industries to meet the talent needs of the port’s construction. Secondly, strengthening the construction of teaching staff is crucial. Improving the professional quality and teaching capabilities of vocational college teachers, introducing industry experts and enterprise engineers with extensive practical experience as part-time teachers, and enhancing the practical and technological innovation capabilities of the teaching staff are vital steps. Thirdly, deepening school-enterprise cooperation is essential. Strengthening collaboration with enterprises and industries to promote the deep integration of industry and education provides students with internships, practical training, and employment opportunities, increasing the practicality and utility of vocational education and improving students’ vocational adaptability. Additionally, enhancing the quality of vocational education is necessary. Strengthening curriculum reform, focusing on cultivating students’ comprehensive qualities and innovative abilities, introducing modern educational technologies, and improving the quality of teaching and the level of educational informatization are critical measures. Lastly, improving policy support and the guarantee system is imperative. Increasing policy support and investment in vocational education, optimizing the policy environment for vocational education, and establishing a comprehensive quality assurance system for vocational education is essential to enhance its social recognition and appeal. Constructing exemplary models of quality vocational education requires reforms and innovations in professional settings, construction of teaching staff, school-enterprise cooperation, enhancement of educational quality, and policy support.
