Scheduling in steel manufacturing is a difficult problem with various complex constraints and uncertainties. This study proposes a steel scheduling decision-making model involving time and resource buffers for raw material blending, casting, and rolling planning processes. The proposed model estimates suitable time and resource buffers allocated to the baseline schedule to absorb the operation delay. The numerical experiments clarify the critical properties of the considered scheduling problem and investigate the proposed approach from a macro perspective.
