In order to solve the problem of being unable to ensure normal communication due to the destruction of ground communication equipment after a disaster, the research on emergency demand solutions for quickly constructing a space-ground integrated network based on drone-based airborne base stations has also entered a period of rapid planning and construction. This article is committed to building a drone emergency management platform based on edge computing, big data transmission, and intelligent drone technology. By integrating a large number of information resources, let "data" think, and achieve information collection and collaborative rescue. Due to the impact of the disaster, the power supply of some communication equipment cannot be replenished. To this end, based on the communication framework of UAVs, a new uplink scheduling scheme is proposed, called crisis-aware scheduling, or CAS strategy. The CAS policy fully considers the user's location, device power, and user's communication link quality, and optimizes resource allocation based on this information, giving priority to allocating resources to users in distress. Simulation data shows that the proposed CAS strategy improves the quality of experience of users in distress.
