Since 2012, the smart city pilot policies have undergone a process of exploration, advancement, and integrated development, playing a crucial role in the country's infrastructure construction and data integration. This article uses the digital transformation index as a measure of the level of enterprise digitization. Building upon this measure and incorporating other control variables, a fixed effects model is utilized to study the impact of smart cities on enterprise digital transformation. Furthermore, the article investigates the underlying mechanisms through which smart city policies positively influence enterprise digital transformation. Finally, using enterprise age, location, and property rights as constraints, the article conducts panel data analysis on grouped data to explore the heterogeneous effects of these variables on enterprise digital transformation. The research findings suggest that smart city pilot policies significantly drive enterprise digital transformation by stimulating investment demand and enabling research and innovation under new policy incentives. This study offers new research insights and evidence for examining the relationship between smart city pilot policies and enterprise digital transformation.
