The article examines the main trends in the functioning of the system of local Soviets and their executive committees as constitutionally fixed bodies of state power and management in their administrativeterritorial territories. It is noted that the changes in the organizational structure of the executive committees were bureaucratic in nature, and the practice of implementing an official course to increase the role of Soviets was limited only by a slight expansion of their financial capabilities. The qualitative composition of the executive staff of the executive committees of the Soviets met the needs of the existing centralized planned model of development of soviet society.
