This study is aimed at determining the specifics of the development of a mechanism to ensure socially safe development. The social sphere is under constant pressure, therefore, the assessment of socially safe development and the definition of the features of the mechanism for its provision is relevant today. The methodological basis of the study was a systematic approach to the study of the research object, comparative analysis, the method of expert assessments, the graphical method, and the analysis of cause-and-effect relationships. The study of the socially safe development of the region in the scientific literature is just becoming popular, therefore, there are few definitions of this concept. The authors propose the main aspects that can be used in interpreting the concept of «socially safe development of the region». At the same time, it can be investigated through an assessment of social security, which, in turn, is an element of national security. The literature does not define a mechanism for ensuring socially safe development of the region, therefore, the authors propose its substantive characteristics: object and subject, tools (monitoring factors to identify threats, forecasting social security, measures to prevent and neutralize identified threats), a control body whose powers include monitoring and control over the state of socio-economic development. The purpose and objectives of the proposed mechanism are defined. The proposed features of the implementation of the mechanism for ensuring socially safe development have been tested in the Kirov region. With its help, it will be possible to monitor the dynamics of social security indicators and the corresponding integral level, assess the development of social security in the short term, identify threats that require the development of measures to prevent and neutralize them.
