Dong Thap, a province in the Mekong Delta region of Vietnam, is actively developing its craft village tourism alongside a vibrant startup ecosystem.Despite various policies and programs to foster entrepreneurship, there is a lack of research focusing on the specific needs and capacities of the innovative startup ecosystem in this region. This study aims to address this gap by developing a comprehensive model and competency framework tailored to the unique context of Dong Thap's craft village tourism. The proposed model includes key dimensions such as stakeholder collaboration, resource allocation, innovation capacity, and market access. The competency framework comprises indices for evaluating the ecosystem's effectiveness in supporting entrepreneurial activities. The findings of this study have significant practical implications for enhancing the capabilities of local stakeholders, ultimately contributing to sustainable tourism development and economic growth in Dong Thap province.
