The publication is dedicated to the issues of raising the quality of the legal regulation and efficiency of the structure and operations of public government authorities in the tourism sphere in the Russian Federation. The article analyzes the main results of law-making activities, studies approaches towards systematization of laws on travel activities and proposals for improvement of public administration in the tourism sphere that have become the basis for corresponding conceptual models.
