This paper analyzes existing scientificworks on assessing the technical condition of multistoreyresidential buildings damaged due to militaryactions. It presents research directions that will allowdetermining the possibility of further restoration ofdamaged buildings and structures or making wellfoundedscientific conclusions about the need forcomplete or partial dismantling. Scientific researchshould be conducted at a systemic level, which allowsdetermining the effects of explosive actions on thestructure of building materials and the physicalmechanicalcharacteristics of constructions, requiringsignificant financial resources.The paper reviews approaches to funding scientificresearch and corresponding development of sectoralscience in developed countries and in Ukraine duringthe pre-war period. It also addresses the state ofthe building codes and standards system underthe conditions of implementing Ukraine's policyof maximum adaptation of national standards toEuropean and international standards. It emphasizesthe necessity of fully implementing the Law ofUkraine "On the Provision of Construction Productson the Market," which has implemented in Ukrainethe EC Regulation 305/2011 (Construction ProductsRegulation, CPR), according to which all participantsof the European construction market operatesuccessfully. It is noted that in the reconstructionof Ukraine, CPR rules will be crucial for theimplementation of corresponding large-scale projects,which may be problematic for domestic constructioncompanies lacking practical experience workingaccording to CPR rules. Priority directions for thedevelopment of the constructionindustry are provided to ensurethe innovative transformationof Ukraine in its post-warreconstruction.
