In 2020, China introduced the strategic objectives of reaching the peak of carbon emissions and achieving carbon neutrality. However, due to the limited self-regulation capabilities of the power grid and increasingly prominent issues such as insufficient consumption of photovoltaic electricity generation, there are challenges. Therefore, in this paper, a coordinated interaction model of source-load-storage is established with the aim of optimizing the on-site utilization of photovoltaic electricity. Rolling scheduling of substation resources is conducted at three temporal scales: pre-scheduled, interim, and actual-time, and the effectiveness of the proposed approach is verified using actual case studies. The data suggests that compared with single-time-scale scheduling schemes, the on-site consumption rate of photovoltaic electricity increases by 0.32% in the case study substations, validating that the scheduling approach can improve the photovoltaic electricity consumption rate in the substations.
