Recent research results that offer meaningful implications which differ from the conventional position on the correlation between aid effectiveness and fragmentation are produced both domestically and internationally. The patterns of Korean aid fragmentation were examined based on the research on and analysis of domestic and foreign literature. The evolvement of aid fragmentation in the EU, the United States, and Japan, and their various countermeasures to cope with them in their context were closely reviewed. To overcome the fragmentation of aid, efforts are needed from the recipient as well as the donor country. Valuable cases are found in the Korean development history. A study on three major donors provides different valuable lessons, for example, ① Reform of the US Official Development Aid (ODA) system incorporating the competition principle, for instance, introduction of the Millennium Challenge Corporation (MCC) scheme, ② Various method attempts for aid effectiveness and competitive researches and policy formation by the EU. This study set up a model to improve aid effectiveness by managing aid fragmentation and provides policy implications for the Korean ODA system, for example, industrializing consulting in the private sector and introducing a programming approach by overcoming the limited demandism arising from the Japanese ODA.
