An algorithm for zoning arable land is proposed to develop planning documents for the agricultural land use, ensuring the integration of administrative, legal and economic mechanisms of state land management. When zoning, along with the indicator of soil fertility, the ratio of prices for agricultural products and production resources, as well as the transport distance to the object are taken into account. In accordance with the state regulation conditions of reproductive processes, there are 3 agro-economic groups of lands in the composition of arable land. For the soil and climatic conditions of the dry steppe zone in Saratov trans-Volga region, the share of lands “relatively suitable for arable land” in the composition of arable land is from 30 to 60%. The preservation of this group of lands as part of arable land implies systematic government subsidies to ensure reproductive processes.
