Pipeline Transport: The Legal Nature and Law Enforcement Problems

At the moment, in the context of the existing significant demand for energy resources, the need to use the most reliable, safe and environmentally and economically optimal methods of transporting energy carriers from the producer to the end consumer is also increasing. Among all the vehicles used today, pipeline transport is the most consistent with such parameters. Among other things, pipeline transport in modern realities of life is the simplest and most profitable way of transporting hydrocarbons. As for other methods of transporting raw materials, namely sea, rail, and air transport, they have been repeatedly studied, both in domestic and foreign literature, and pipeline transport does not receive the necessary legal qualifications at the doctrinal level. The presented article defines the legal nature and certain topical problems in relation to the use of pipeline transport, gives the main categories, and reveals their legal nature. Based on the results of the study, conclusions have been formulated regarding the improvement of the legal regulation of the operation of pipeline transport.
