The problems of employment as a factor in reducing the shortage of personnel are studied on the example of the subjects of the Volga Federal District (hereinafter PFD). On the basis of comparative monitoring, the regions were ranked and their rating was determined by the level of employment and unemployment in the open labor market. Actual problems have been identified: the lack of balance between the supply and demand of labor, the discrepancy between the professional cross-section of vacancies and the professional qualification structure of unemployed citizens. The ratio of the declared vacancies and their need is 3.6 units. The features of the modern institutional environment based on the norms of law and the management system are revealed, the role of active forms of employment and additional measures of state support is revealed on the example of enterprises of the military-industrial complex. In order to further reduce the shortage of personnel, it is possible, according to the authors, on the basis of interdepartmental interaction between education, economics, labor and employment, as well as reducing informal (illegal) employment.
