The Internet not only provides a wealth of information and helps identify primary sources. For example, it also aggravates the problem of information noise and selection of what is needed, makes it easier to juggle facts to suit the customer's needs, throw in fragments of lies and create plausible illusions. The consistent spread of the principles and principles of capitalism, in particular, to the sphere of power and management, is corruption. Attempts to "ennoble" corruption lead to the emergence of a variety of "lobbyism," which naturally intensifies with the formation of both the militarism of the military-industrial complex and the social Darwinism of financial speculative schemers. Both use all the levers of manipulation of public consciousness, the range of which has increased in the era of the Internet and social networks. Thus, the cultivation of "smiley culture" not only simplifies and impoverishes the nature of relationships, but also reduces and reduces the level of social life, as well as group and individual needs and requests. That is, expanding the tools of information influence to ensure real sovereignty and independent decision-making to realize one's interests requires both the education of the social consciousness of the people and the creation of an adequate protective infrastructure using the developments of public-private partnerships 1-5. Betrayal of human ideals of Good, Justice, Truth, renunciation of dignity and honour, oblivion of one's abilities is a sin and a crime. Interference and distortion of information flows, the construction of analytical membranes and means of influence are included in the programming of consciousness. Of course, the strengthening of trends in the formation of a "smart society", "knowledge society", etc. leads to an increase in the social and individual sound of information, its perception, processing and dissemination. In particular, the "information boom" has multiplied the impact of virtual worlds on the state and dynamics of the real world. Directed changes in associative perception threaten to distort understanding, and therefore increase the likelihood of triggering threatening scenarios. On the contrary, their interruption and extinction is an organic element of bringing them into the orbit of development. Today, the information avalanche and the accessibility of the ideological vastness provide a new meaning to Heraclitus' formula "much knowledge does not teach the mind": it is not difficult to gain access to a sea of diverse information, but the value of the ability to create, as well as talent, basic knowledge and methodology that allows you to select indicators. Accordingly, for successful implementation of strategies it is necessary to ensure the speed and volume of obtaining the necessary (primarily high-quality and objective) information. The potential of the social level of information impact for both the development and degradation of humanity is growing 6-16. For example, the spread of the Internet community significantly influences the range of media technologies and increases the proportion of information training in organizational culture. The "information boom" makes it urgent to strengthen the information infrastructure, allowing, in particular, to counter the flows from the global media and highlight socially significant information from the waves of "grey noise". "Membranes" between cultural-civilizational worlds during the movement of information have both a spontaneous nature (associated primarily with the basic value-sense complexes) and purposeful actions to select useful and prevent harmful influences (in particular, due to the infrastructural complex of information exchange).
