Combining virtual-cell and proactive open-loop communication has been shown to be effective in achieving ultra real-time reliability and ultra-low latency in mobile networks. It is essential to understand the guaranteed capacity of ultra-reliable and low-latency communication (URLLC) multiple access toward the holistic network design. To maximize the capacity of a multiple-access uplink URLLC, we formulate an optimization problem to allocate the selected number of radio resource units (RRUs) subject to proactive radio resource allocation with real-time reliability requirements. We solve the problem by proposing a guaranteed capacity based on the theory of large deviations in stochastic networks with exponential bounds. Simulation results demonstrate the successful achievement of guaranteed capacity under the time-varying number of virtual cells and the dynamic multiple networking paths of uplink URLLC.
