There are many industrial colleges and universities in Shaanxi China, which is an important force in the higher education team of Shaanxi Province. Since it has transferred from the central government to the local government, it has gone through a road of independent exploration for more than 20 years. In the early stages of the transfer, Shaanxi's industrial colleges and universities either proactively or passively made some adjustments, and the problem of dilution of characteristics was particularly prominent in the process of rapid scale expansion. This study based on stratified sampling about four industrial universities in Shaanxi Province to analyse the text of their 13th Five-Year Development Plan. It was found that the characteristic development of Shaanxi's industrial universities has inaccurate positioning, convergence of goals, dilution of subject and professional characteristics, and characteristic development. Cultural indistinctness and other issues, from the perspective of the integration of industry and education, a theoretical approach to the characteristic development of Shaanxi's industrial universities is proposed for the government, universities, industry, society and other subjects.
