This paper aims to improve the detection performance of the conventional mean-level Constant False Alarm Rate (CFAR) detectors in homogeneous and nonhomogeneous Gaussian environments. This can be done by the design of the New Weighted Cell Averaging (NWCA-CFAR) detector. Assuming that the primary target follows a Swerling I (SW I) type, closed forms of the detection (P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">d</inf> ) and the false alarm (P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">fa</inf> ) probabilities of this detector are obtained. Optimum pairs of the weights that maximize the P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">d</inf> and guarantee a constant P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">fa</inf> are also obtained. Monte Carlo simulation results have shown that this detector has improved the performance of the detection and the regulation of the P <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">fa</inf> of the conventional ones.
