The article presents an analysis of the formation of a new type of documents — long-term plans for the socio-economic development of agglomerations. Based on the idea that agglomeration is an object of legal regulation and is not endowed with legal personality, the consideration of long-term development plans should be positioned as the implementation of the institution of the unity of public power in the Russian Federation.
