As part of the study, a model of an organizational mechanism for managing the development of digital competencies of teaching staff in the higher education system in the context of digital transformation was developed. The proposed mechanism includes a human resources management model for the purpose of developing digital competencies, a system for diagnosing the current and required level of development of digital competencies, a set of tools for the development of digital mobility and digital adaptation of human resources in higher education and can be adapted for any university. A feature of the proposed approach is the management of the development of digital competencies based on the PDCA method, taking into account the types of tasks facing the teacher. Tools have been developed to improve the efficiency of the management mechanism, in particular, an individual digital profile of a teacher and a matrix for selecting a tool for developing digital competence. Application of the proposed approach will make it possible to comprehensively increase the level of development of digital competencies of teachers by compiling an individual track for the development of digital competencies for each teacher.
