We propose an on-chip optical-power-splitter on silicon-on-insulator (SOI) platform utilizing thermo-optic phase-shifters and inverse-design. The design consists of MMIs, phase-shifters and an inverse-design Y-junction. The results indicate that optical power splitting can be achieved in arbitrary mode states of TE <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">0</inf> , TE <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">1</inf> , and TE <inf xmlns:mml="http://www.w3.org/1998/Math/MathML" xmlns:xlink="http://www.w3.org/1999/xlink">2</inf> modes.
