With the rapid development of vehicle-mounted communication technology, vehicle-mounted ad hoc network (VANET) has attracted more and more attention from academia and industry, supporting many security applications with strict quality of service (QoS) requirements such as low delay, high reliability and scalability. In VANET, the propagation delay and reliability of emergency information are important indicators of these security applications. However, in the urban traffic environment, complex road structure, serious channel competition and message redundancy seriously affect the efficiency of information dissemination, resulting in increased propagation delay and reduced reliability. In order to solve these problems, this paper proposes a message propagation strategy (PDS) based on the selection of dominant nodes in dynamic graph. Experiments show that PDS has good advantages in the performance of dominating nodes and repeatedly dominating nodes. Specifically, compared with MIS algorithm, the number of dominating nodes is reduced by $ 24.7%$. Compared with FB algorithm, the message propagation delay is reduced by $ 52.2%$, the message propagation speed is increased by $ 37.3%$, and the message redundancy is reduced by $ 42.6%$.
