Construction environment in the field of electric power is complex, and the use of construction machinery in energized spaces may violate safety distance regulations, posing a risk to safety. Based on the three-dimensional model of the construction space combined with BeiDou positioning, it has become a hot topic in the research of safety assurance in electric power construction. However, temporary spatial construction lacks existing models and faces challenges in hierarchical processing, particularly in simultaneously handling multiple cables, making it challenging to establish easily annotatable spatial models for energized bodies. This paper proposes a three-dimensional modeling method for the electric power construction environment based on multi-line laser radar. Firstly, three-dimensional point cloud data containing different angles, distances, and intensity data is obtained through multi-line laser radar, completing the preliminary three-dimensional modeling of the construction environment. Secondly, the acquired point cloud data undergoes filtering and clustering processing to achieve layered processing between different devices, providing a basis for annotating energized bodies. Finally, through model simulation verification and practical application analysis, the feasibility and effectiveness of the three-dimensional modeling method for the electric power construction environment based on multi-line laser radar are validated.
