In civil enforcement proceedings, individuals with related rights and obligationsare significant entities, frequently appearing alongside the parties subject to enforcementand those obligated to enforce. However, the approach to this subject matter is still notrational, leading to numerous overlapping and conflicting regulations that require furtheramendments and supplements for consistency. This article will present three main topics:(i) current legal provisions regarding individuals with related rights and obligations in civilenforcement proceedings; (ii) some practical challenges in civil enforcement proceedingsregarding the regulation of individuals with related rights and obligations; (iii) proposingsome solutions to amend and supplement the provisions regarding individuals with relatedrights and obligations in civil enforcement proceedings to contribute to enhancing theeffectiveness of civil enforcement activities in the future.
