Initial Procedural Actions Performed by Investigators of the Investigative Committee of the Russian Federation When Investigating Fires

This article examines the features of the initial procedural actions carried out by investigators of the Investigative Committee of the Russian Federation in the investigation of fires. The issues of conducting an inspection of the scene of an incident related to a fire and the procedural registration of its results are considered. It is proposed to begin an inspection of the scene of the incident even before extinguishing the fire, immediately upon arrival at the scene of the incident. At the same time, it is recommended to video record the combustion and fire extinguishing process. The main sources of evidentiary information are considered, including those contained in the log of the central fire department and the report (act) about the fire. Recommendations are outlined regarding the request for documentation, including from the state fire inspection body. Based on the analysis of legal acts and investigative practice, as well as the opinions of scientists, the author developed methodological and tactical recommendations for production.
