Platformization of the State: Prerequisites, Essence and Features

“The government as a platform” metaphor is used to describe a new government paradigm that is a way of delivering public services digitally, engaging a community of partners and citizens to co-design and improve public processes and capabilities, or to apply them for the benefit of society. Modern government has been reorganized under the influence of technology, and special resources have become widespread — platforms that provide information and government services. The platformization process continues to evolve. The article names the factors that influenced this transformation, gives a brief history of the term-metaphor, and describes the essence of the new management model.
