Under frequency load shedding (UFLS) as the last line of defense for maintaining the stability of the power system, holds great significance, especially in the current development of large-scale interconnected power system. Temperature-controlled loads (TCLs), with the advantage of rapid responses and relatively wide control range, have become essential resources for load shedding. The major factor leading to under-shedding or over-shedding is the discontinuity in the total load tripping amount. To address this issue, this paper analyzes the demand response (DR) aggregate characteristics based on user comfort requirements. A continuous UFLS model based on temperature-controlled load response is constructed, and the calculation method of k value of continuous under frequency load shedding equivalent coefficient is given. Building upon the traditional UFLS model, the load aggregation characteristics and response features are separately investigated. The model is then simulated with examples to verify its reasonableness and feasibility.
