Under the backdrop of a high proportion of renewable energy, the power system's reliability has been challenged, and the cost loss incurred by thermal power units as reliable power supply resources has become increasingly severe. Meanwhile, while renewable energy can contribute to ensuring a reliable electricity supply, its capacity credit remains low at this stage. Therefore, it is urgent to introduce a capacity compensation mechanism that ensures the cost recovery of thermal power units and encourages renewable energy units to enhance their capacity credit. This paper presents a design for a capacity compensation mechanism that considers thermal power units, renewable energy units, and renewable energy with storage units. It specifically proposes calculation methods for determining cost shortages for each type of unit, establishes accounting principles for capacity compensation standards, suggests settlement and apportionment methods for the capacity compensation mechanism, and finally verifies the effectiveness of the proposed scheme through numerical examples. The paper also compares and analyzes options regarding key aspects of the capacity compensation mechanism. The results demonstrate that an appropriate capacity compensation mechanism can ensure income for thermal power enterprises while effectively promoting active allocation of energy storage among renewable energy units in order to enhance overall power system reliability.
