Characteristics of Crime Prevention Directions in the Activities of the Internal Affairs Bodies: Domestic and Foreign Experience

Аннотация: Статья посвящена научному анализу роли органов внутренних дел (полиции) в системе субъектов профилактики преступности в Российской Федерации и в отдельных зарубежных странах. В статье представлены особенности современного состояния данной системы, отражены тождественные и отличающиеся от российской системы профилактики преступности зарубежные аспекты, продемонстрирован анализ российского и зарубежного законодательства, криминологический опыт, включая область направлений профилактики преступности, как и межсубъектного, межведомственного взаимодействия. Рассмотрены современное состояние, тенденции, проблемы в сфере профилактики преступности. В статье отражены: - состояние преступности в данных важных для каждого государства сферах; - национальные возможности профилактики в обозначенном направлении и отражены наиболее критические индикаторы, требующие научного осмысления и переосмысления. Introduction: the article considers scientific analysis of the role of police in crime prevention in Russia and abroad. Materials and Methods: the authors used analogy, comparative legal, history, logical methods; statistics by Main Informational Analytical Centre of MIA of Russia on crime state in Saint Petersburg and Leningrad District (2015-2023), result of empirical and social studies by other authors, statistics on crime in various regions of Russia. Results: the authors present foreign aspects of crime prevention, both common and different from Russian crime prevention; analysis of Russian and foreign laws, criminology experience in crime prevention; current state, tendencies and challenges in crime prevention. Discussion and Conclusions: the authors come to the conclusion that crime prevention is understood as a set of measures of a social, legal, organizational, informational and other nature aimed at identifying, limiting the factors of committing an offense, eliminating the circumstances that affect its commission, neutralizing the public danger of the offender, educating the individual on the principles of legality, manifested in the inadmissibility of antisocial behavior and commission offences in the future. The crime prevention system is a set of elements characterized by a clear and multi-level structure including, in addition to the subjects, object, types and forms of prevention, economic and legal, organizational and material and resource measures aimed at identifying and eliminating the determinants of crime (causes and conditions), criminological impact on the objects of prevention (the content of prevention in the form of measures in the areas).
