The main content of the study is the identification and description of the features of the process of actualization of the pragmatic potential of the preambles of normative texts of German primary schools, the main addressees of which are primary school students. The pragmatic potential of the preamble as a special introductory content-structural element of the text is defined as the ability to to have an impact on the addressee by creating conditions for a correct understanding of the information presented in the main text, and through the formation of a positive attitude towards it. It is revealed that the pragmatic potential of the preamble is actualized in the texts through the implementation of an explicitly expressed persuasive intention by the addressers. Its purpose is to persuade the addressees to accept the addresser’s point of view with the help of emotional and rational arguments and to encourage them to take the necessary post-communicative actions. It is shown that the persuasive intention of the addressers is explicated with the help of various speech tactics, which should be to form in children a positive attitude towards the rules of behavior and social interaction contained in the main text. It is concluded that the choice of linguistic means that verbalize tactics is determined by the features of the thesaurus of the target audience.
