The strategy provides for management activities aimed at ensuring development and coordination in accordance with changes in the external environment and market conditions, as well as improving the management of the competitiveness of the entire enterprise. In order for the chosen strategy to take effect, it is necessary to develop a target system that will direct the company to achieve the goals defined by the strategy; make appropriate changes to the organizational structure; provide the necessary resources for the production enterprise in accordance with the approved strategy. The main purpose of strategic planning according to the classic model is to determine the optimal alternative for the development of the enterprise in the future. In fact, strategic management is an organizational and economic system that ensures a continuous decision-making process, during which the goals and objectives of the enterprise's development are established and refined over time; strategies for their achievement are determined; detailed plans reflecting various aspects of economic activity are being developed. When forming a strategy for the development of the agrofood sector, its criteria and conditions should be clearly defined. The degree of implementation of regional interests is the main criterion that allows for a qualitative assessment of the economic condition and to establish the level of efficiency of local self-government bodies. In the process of forming a strategy for the development of the agro-food sector, one should focus on the principles of increasing the standard of living of the population while ensuring a sufficient level of profitability of agricultural entities. It is also necessary to take into account the ecological aspect - the establishment of the maximum permissible and expedient standards of loads on the environment, etc. We consider agrarian enterprises as a system object that functions within the meso-level, and which is maximally provided with various types of resources. It is he who should act as a driver of socio-economic development. At the same time, it is possible to clearly identify the priority areas of socioeconomic transformation of the mesocontour: promotion of cooperation processes in the agro-food sector; stimulating the development of local agri-food businesses; ensuring the development of rural areas in the socio-economic context; introduction and development of financial cooperation mechanisms; development of the agro-food sector based on the implementation of socio-economic business models; improvement of management mechanisms at the expense of technological and resource components in the conditions of the social economy
