Why we call it climate change when we mean 'environmental' change? The urgent need to reframe natural hazards policy and research for effective, sustainable and equitable disaster risk reduction

In the context of global environmental change, safety, equity and financial implications of floods are big.To find durable solutions we must look at the entire problem, not only climate change but also land use change.Through international examples, in this paper we analyzed how moving the narrative from "global environmental change" to "climate change" is now shifting the responsibility for risk reduction and might compromise disaster risk reduction efforts in the near future.
