Urban waterlogging is often accompanied by rainfall, to study the impact of urban waterlogging on evacuation traffic optimization, this paper introduces the equation of "rainfall intensity-waterlogging depth-free-flow speed", and proposes a dynamic loading link transmission model(LTM) considering the impact of rainfall and waterlogging, and designs a phased algorithm to address the problem of time-varying free-flow speed caused by differences in rainfall intensity and dynamic changes in waterlogging depth. Taking the Nguyen-Dupius road network as an example, the results show that: with the increase in rainfall intensity, the growth rates of total travel time and network clearance time increase gradually, while the growth rates gradually decreased with the increase in waterlogging depth; The saturation in water-logged links is higher than that in water-free links, and congestion is more likely to occur in case of heavy rainfall and severe waterlogging.
