The relevance of the topic is determined by the growing role of government programs in ensuring the competitiveness of agri-food products in global markets and the need to adapt foreign experience to the conditions of Ukraine. The issue becomes particularly significant in the context of martial law and global competition. The purpose of the study is to summarize the experience of foreign countries, particularly the EU and the USA, in implementing state programs for the promotion of agri-food products and to identify the possibilities of applying this experience in Ukraine. Another task is to assess the policy instruments that ensure the effectiveness of product promotion. A systemic and comparative approach was applied to the analysis of foreign programs, as well as a structural-functional approach to identify the key elements of state policy in the field of product promotion. A review of the regulatory framework, financial mechanisms, and organizational tools of support in the EU and the USA was carried out. Common features and differences in the practices of different countries were summarized. The main hypothesis is that the implementation of comprehensive promotion programs, similar to the EU and USA models, can significantly increase the effectiveness of Ukraine’s export policy. It is assumed that the adaptation of these approaches is possible, taking into account national specificities and current challenges. The methodology of the study is based on the analysis of legal acts, statistical data, materials of international organizations, as well as methods of comparative analysis and generalization. The article presents a comparative analysis of government programs for product promotion in the EU and the USA, characterizes their key instruments and mechanisms, identifies success factors and barriers. Common features and differences in the two systems’ approaches are highlighted. Proposals for integrating foreign practices into Ukraine’s policy for promoting agri-food products are formulated. The prospects for the development of such programs in Ukraine, taking into account current challenges, are evaluated. The theoretical significance of the study lies in the generalization of international experience in government regulation of agri-food product promotion. The practical significance lies in the development of recommendations for improving Ukraine’s state policy in this field. The value of the research lies in identifying opportunities to apply foreign practices of agri-food promotion under the conditions of martial law and global competition. The main conclusions confirm the importance of creating specialized support programs in Ukraine. Future research perspectives are related to a deeper analysis of the effectiveness of individual promotion tools and the possibilities of their adaptation in the context of Ukraine’s integration into the European market.
