Purpose. The article presents the results of an overview of the practice of creating and functioning of fire and rescue garrisons. The analysis of distributing powers for performing functions by officials of fire and rescue garrisons on non-staff positions was conducted. The analytical material was summarized to reveal the actual labor intensity (workload) of officials performing duties on non-staff positions. Methods. The study employed methods of generalization, compilation, and comparison. Findings. A comprehensive analysis of the activities of fire and rescue garrisons in the Russian Federation was carried out. The authors identified a number of issues that require developing a set of scientific and practical approaches aimed at optimizing garrison activities, taking into account territorial, climatic, social and economic features of the regions. Research application field. The use of the obtained results will enable the development of scientifically justified proposals for improving the regulatory framework in the field of fire safety, specifically regarding the regulation of fire and rescue garrison activities under modern conditions. Conclusions. The overall conclusion regarding the functioning of fire and rescue garrisons is their predominant role in the structure and activities of the Federal Fire Service compared to other types of fire service. The main organizational problem of the garrison service is а significant volume of work hours spent by officials of local fire and rescue garrisons (LFRGs), which differs from their functional responsibilities according to their official positions. For instance, head of the LFRG, in average terms, spends from 38 to 62 working hours per week performing duties on non-staff positions, against a standard 40-hour workweek. Based on the analysis conducted, a preliminary conclusion can be made either about the inefficiency of performing core responsibilities according to the official position or about the reduction of the organization of the garrison service, both in particular and as a whole.
