Methodology optimizes mobilization resources using professional competencies in emergency-rescue operations.
Purpose. The issues of ensuring the national security of the Russian Federation under the conditions of unfriendly policies of particular countries come to prominence as the range of professional tasks to be performed is significantly expanding. In this regard, a shortage of professional personnel may arise in some spheres. There is a tendency to replenish or increase human potential by using human mobilization resources. In order to rationally select suitable staff, personal and individual qualities of a person should be taken into account, including external factors (age, education, fitness category, etc.). The aim of the research is to determine the professional criteria of mobilization human resources to perform tasks when conducting emergency-rescue operations. The relevance of the study is defined by the need to maintain the functioning of management bodies, means and forces of the Unified State System for Prevention and Elimination of Emergencies (RSChS) during emergency response, including the use of modern information technologies in the context of a shortage of professional staff. Methods. The scientific basis of the study is the system and statistical analysis, methods of information synthesis, as well as analytical capabilities of artificial neural networks. Findings. A comprehensive methodology for allocating mobilization resources on the basis of professional criteria using artificial neural networks is presented. As an example, the process of conducting an emergency-rescue operation is considered and the developed methodology is tested. The list of specialists having professional competencies most suitable for performing emergency-rescue operations is determined. This approach made it possible to optimize the use of mobilization resources maximizing the human potential. Research application field. The obtained results can be used in the analysis and processing of nonlinear information about candidates suitable in terms of professional competencies for human mobilization resources required for conducting emergency-rescue operations. Conclusions. The presented classification of human resources consisting of a number of professional qualities will allow management bodies in conditions of staff shortage to use the methodology to analyze and select people from the available mobilization resource to perform specific tasks.
