Abstract

The development of a laboratory safety culture in universities is a crucial step to tackle the complexity of managing hazardous sources and to foster the evolution of safety management. Drawing on the INSAG framework, this study establishes a four-dimensional model that encompasses spiritual, institutional, behavioral, and material aspects. It examines international models, including those of the National University of Singapore and the U.S. EHS, and investigates structural conflicts within Chinese universities related to safety awareness, institutional enforcement, and behavioral dissemination by synthesizing data from 137 accidents. The study suggests a collaborative four-dimensional approach to overcome management obstacles and establishes a digital safety culture paradigm, offering insights for the modernization of university safety governance and positively contributing to the integration of global standardization with local practices.
