Case study assesses change management and project scope definition in Nineveh, highlighting gaps in PMBOK standards.
One of the most important challenges facing project management at the present time is ensuring the completion of the project within specific constraints, including those related to the time period and others related to material, financial, informational and human resources, and within the specified and acceptable quality levels by all stakeholders in the project, which requires a good definition of the knowledge areas related to the project. The Nineveh Roads and Bridges Directorate is one of the vital directorates in Nineveh Governorate and has many projects under implementation. One of its projects was chosen to apply the current research, which is the rehabilitation project of the Fourth Bridge in the city of Mosul, as it is one of the vital bridges that was destroyed and ruined during the period of the liberation operations of the city of Mosul and has a major role in the flow of traffic in the city. The research aims to study this project according to scientific methods by using the PMBOK standard in project management to identify the extent of this project's commitment to the knowledge areas specified by the Project Management Institute and to diagnose the gap through application. The importance of the research is highlighted by relying on the case study method that depends on personal interviews with department heads and individuals working in the directorate and the company implementing the project in order to view the work mechanism, achievement rates and level of progress. A checklist was used to determine the current status of the project. Relying on statistical means, including the weighted arithmetic mean and the percentage of application, and relying on the triple scale to express the extent of the difference from the PMBOK standard, the research reached several results, including: There is a weakness in defining the scope of the project and documenting it clearly, which negatively affected the process of monitoring the project status and managing changes to the project baseline. Accordingly, the research presented several proposals, the most prominent of which are: The need for the directorate to pay attention to keeping pace with the changes introduced to the project scope and taking corrective measures to address work deviations to ensure that the project delivery meets the scope of work.
