This framework illustrates how cultural intelligence enhances governance and territorial development, suggesting improved community cohesion and collaboration.
Culture4Governance positions culture as the foundational engine of development and the primary driver of coherent governance within complex systems. In a world shaped by technological transitions and social challenges, the project argues that digital tools should remain instruments—never the ultimate objective—and that true transformation emerges from cultural vision, human-centered priorities, and shared territorial responsibility. The work outlines a governance model in which culture becomes the basis for cooperation, adaptation, and long-term territorial development. Drawing inspiration from figures such as Adriano Olivetti and Enrico Mattei, the project highlights how culture can shape institutions, strengthen community cohesion, and guide the integration between businesses, territories, and citizens.Culture4Governance ultimately proposes a framework in which cultural intelligence informs governance choices, enabling territories to innovate, collaborate, and evolve in sustainable and regenerative ways.
