Health is a key component of human capital. Its economic essence can be expressed as investments in health-saving measures. The investment costs depend on the most effective health-improving measures that increase the average national life expectancy. In this research, the authors used the methods of analytical and comparative analysis to classify investments based on the interests and expectations of all stakeholders. Health-related expenditures were divided into investments and basic costs. The latter included medical care expenses within the healthcare system. Investments involved preventive activities aimed at health maintenance. Financing sources, potential losses, and stakeholders were specified for both groups. The results made it possible to identify the range of interests necessary for making the most optimal investment decisions in health promotion and maintenance.
