This document presents version 4.0 of The S-Layer Cosmology, a phenomenological alternative to particle dark matter based on a thin, non-dynamical spectral layer embedded in spacetime. This version integrates: • a refined analytic formulation of the universal saturation law• updated amplification curves for field, group, and cluster environments• improved rotation-curve predictions and cored effective-density profiles• an updated cluster-lensing amplification function F(b)F(b)• a fully integrated Appendix A with numerical methods, reproducibility notes, and parameter conventions• unified layout, consistent figure placement, and a stable author footer across all pages Version 4.0 supersedes all earlier releases, including v3.7.It is the first complete, citable consolidation of the S-Layer framework and includes analytic predictions for BTFR, MOND-like scaling, cluster lensing, void boundary behaviour, σ₈, and CMB-lensing power at multipoles 200≲ℓ≲600200≲ℓ≲600.
