This article examines the evolution of Turkish Private Military Companies (T-ÖAŞ) and the institutional transformation of the defense service industry in Türkiye.Throughout the historical trajectory from the Ottoman Empire to the Republic, security was institutionalized as a core function of centralized state authority and, during the Republican era, was monopolized within the framework of a rigid military-bureaucratic structure. With the decline of tutelary institutions and the expansion of Türkiye’s foreign policy vision in the 2000s, the security sphere began to incorporate local, national, and civilian-oriented actors. This transformation paved the way for a model of institutional autonomy compatible with state policies, enabling Türkiye to assist friendly and brotherly nations abroad in building their security capacities. Within this framework, the T-ÖAŞ model emerged as a complementary mechanism to Türkiye’s official security institutions—institutionalized through training, consultancy, and strategic planning activities that extend beyond national borders. The theoretical framework developed through the example of SADAT Inc. demonstrates that, as Türkiye freed itself from the constraints of bureaucratic tutelage, it simultaneously advanced toward a nationally grounded and autonomous security paradigm independent of external dependence. This trajectory signifies a profound shift in Turkish strategic thought, where security has transcended its conventional military definition to become a matter of strategic sovereignty and civilizational vision. In contrast to the hegemonic and profit-oriented nature of Foreign-Origin Private Military Companies (Y-ÖAŞ), the T-ÖAŞ model embodies an ethical, normative, and capacity-building approach—offering the Islamic world a legitimate and cooperative alternative grounded in shared civilizational values.
