Description This preprint introduces The Consistency Framework, a meta-theoretical and computable approach for quantifying the correspondence between scientific theories and real-world phenomena across stratified phenomenon layers. The work proposes:• A formal layer-based ontology of phenomena (Section 2)• A computable representation of phenomenon-type sets at any layer k• A general decision function for evaluating the applicability of a theory• A minimal formula for computing theory–nature explanatory consistency at layer k The goal of this MVP version is to establish the core architecture of the framework, ensuring conceptual clarity, mathematical consistency, and computability. Further theoretical development, empirical testing, and refinement will be introduced in later extended versions. This version is intended as a foundational public record for priority protection and scholarly discussion. Feedback and future collaboration are welcome.
