Analysis reveals judicial procedure is regulated by federal laws, indicating procedural law's crucial role.
The presented article describes the system of sources of judicial procedure based on the hierarchical structure of the system of sources common in the procedural science. A conclusion is made that the federal constitutional and federal levels contain grounds for regulation of the judicial procedure and establish a kind of a transition to the substatutory regulation level based on blanket provisions contained in procedural law. This confirms justification of the inter-departmental regulation method suggested by M.Yu. Chelyshev and shows that the joint regulation sphere is predominant for judicial procedure considering that procedural norms are always involved in this interrelation. In the final part of the study, the author divides sources that regulate judicial procedure into organizational and procedural ones.
