This work presents an original interdisciplinary conceptual hypothesis proposing that a significant portion of underground and above-ground structures in historic cities may represent remnants of a former state-level infrastructure system. The study integrates systems engineering logic, urban studies, hydrology, architectural analysis, and acoustic signaling mechanisms within known physical principles. The original manuscript is provided in Russian. An English version may be added later as a translated adaptation.
