We analyze galaxy rotation curves using publicly available data from the SPARC database, the Milky Way, and M31 (Andromeda), applying a unified and reproducible methodology without invoking dark matter. The analysis identifies a universal dynamical regime in disk galaxies characterized by differential rotation, a well-defined shear layer, and a laminar outer region. From the outer laminar regime, a dimensionless scaling exponent βRTEG≈0.20 is consistently recovered across independent datasets, constituting an empirical validation milestone of the framework. The study is structured to clearly separate observational kinematics, dynamical regimes, continuum rheology, and physical interpretation. A rheological interpretation of gravity is proposed as a phenomenological extension and is explicitly distinguished from the empirically validated results. The work is released as a working paper intended to support independent verification and further investigation.
