What happens when you look for golden-ratio structure in turbulence and find it, but not where you expected? This two-paper suite documents a discovery in Navier-Stokes turbulence: φ-structure exists at the level of geometric capacity (what the system can do), while realized energy transfer follows a different path governed by phase efficiency (what the system actually does). The gap between capacity and activation is bridged by separable gates—phase coherence and incompressibility—each controlling a distinct channel. The first paper establishes the empirical findings through quadruple validation. The second reports something unexpected: two independent AI analyses, working without coordination, converged on the same structural interpretation, and both recognized that the validation evidence itself exhibits the four-phase organization E1P predicts.
