With the strategic transformation of China's urbanization process from scale expansion to quality improvement, urban renewal has become an effective way to optimize the urban construction model and boost the upgrading of the economic structure. How to achieve the joint efforts of an effective market and a proactive government to promote the high-quality development of urban renewal has become an important issue. This article, in response to the current predicament of the lack of participation from multiple subjects under the sustainable development goals of urban renewal in China, sorts out and analyzes the experience models and policy mechanisms of multiple subjects such as “community planners” jointly participating in urban renewal at home and abroad, and introduces the “Professional Staff” system centered on the theory of collaborative governance. Explore the practical paths and policy mechanisms for the joint participation of multiple entities in urban renewal projects empowered by the “Professional Staff”. Taking the “Professional Staff Entering Enterprises” initiative in Chongqing as an example, this paper analyzes its institutional connotation and effectiveness characteristics, with the aim of enriching the local exploration of the theory of collaborative governance in the construction of a multi-subject participation system for urban renewal in China.
