This paper derives spacetime structure as a constrained consequence of refinement,persistence, and irreversible loss. Starting from the formal core established in Paper I,we show that locality, finite propagation, causal structure, metric emergence, invariantspeed, relativistic symmetry, and finite dimensionality arise necessarily without assuming spacetime, geometry, coordinates, or physical postulates. Spacetime is shown to bean emergent organizational structure of refinement loci under loss-induced ordering.This paper provides the pre-geometric foundation required for the emergence of fieldsand gauge structure in subsequent work.
